The Executive Medicaid Management Administration (EMMA) was created by Governor Strickland through Executive Order 2007-36S in December 2007 to be the central coordinating body for management of the Ohio Medicaid program.
In support of the Administration's health care vision, EMMA coordinates Medicaid policies and functions across agencies; promotes the efficient and effective delivery of health care, Medicaid-funded services; eliminates duplication in Medicaid operations; and protects federal matching funds.
EMMA is a consortium of agencies working in partnership to unify Medicaid policy and operations. EMMA consists of seven agencies with responsibility for Medicaid-related programs, an Executive Director and staff. An EMMA Council, which includes the directors of each of the partner agencies, sets the priorities and guides implementation of EMMA's work.
